Full job description
The salem district is seeking an experienced engineering professional to lead, manage and oversee the district pavement design evaluation and management team within the maintenance sectionThe ideal candidate should be a visionary and highly motivated to statistically analyze pavement condition data, recommend strategies in planning multi-year maintenance and rehabilitation programs for short term and long term pavement management strategiesSuccessful incumbent will actively participate and provide technical consultative services to the district maintenance, preliminary engineering, and materials sections in matters relating to pavement management, design, testing, analysis, evaluation, rehabilitation and maintenanceThe incumbent will be responsible for technical review of pavement maintenance schedules development, overall contract management and exercise “responsible charge” as described by the code of virginia and work as technical lead in the development, implementation, operations, and maintenance of the pavement management program utilizing the pavement management system (pms)The incumbent will serve as the subject matter expert on pavement management, pavement deterioration trends, relevant technology and other information affecting the pavement program; represent the agency and section to the public, staff and provide excellent customer service to both internal and external customersIncumbent will also develop project scope, specifications and designs for suitable pavement rehabilitation projectsPrepare progress reports on pavement conditions and funding strategies and advise district leadership make sound pavement management decisionsThe incumbent will perform the full range of human resources duties to ensure a professional and positive work environment, including performance management, hiring and staffing, employee training and development, and diversity management.

Minimum qualifications professional engineer licenseKnowledge of current methods of materials science as applied to the design, analysis, rehabilitation and maintenance of pavementKnowledge of governmental policies and procedures as they relate to pavement engineering programsKnowledge of short and long term pavement management principles and goals; of preventative maintenance and preservation principles for pavements; and of pavement performance metrics, goals and targetsSkilled in the effective management of staff, technical personnel, project management and human resources policies and practicesAbility to conduct the administrative and technical operations of the assigned pavement program and to conceive, research, develop and execute innovative pavement engineering programsAbility to prepare and present professional oral and written reports and to analyze, summarize and report pavement dataAbility to establish infrastructure program priorities; to make technical recommendations based on sound engineering principles and judgment in cases of exceptions to standards, specifications; possess an understanding of different pavement condition data elements, such as, cracking, international roughness index (iri), rutting, falling weight deflectometer (fwd), coring, and ground penetrating radar (gpr); and understands the distinction between project level and network level pavement managementAbility to gather information and research various pavement treatment options to determine the appropriate maintenance and rehabilitation strategy and to coordinate work with stakeholders including federal, state and local authorities, citizen groups, manufacturers, contractors and others affected by or participating in aspects of pavement engineering programsAbility to provide technical input for proposed legislative changes affecting the programProficient in the use of computersAbility to travel, occasionally overnightPosition requires unrestricted mobility including, at times, unrestricted mobility in irregular terrain; the ability to stand for long periods of time; the ability to work in a variety of environments affected by, but not limited to, such elements as dust, vapors, heat, and moisture; and the ability to lift 50 pounds.
Preferred qualifications graduation from an accredited college or university with major study in civil or mechanical engineering, materials science or other related engineering disciplinesAdvanced studies in pavements (design, testing, analysis, evaluation, rehabilitation, maintenance and management), geotechnical engineering desirableExperience in soil mechanics and materials testingProfessional engineering experience, including supervisory-management duties; or any equivalent combination of education or experience to demonstrate competency for the work may substitute for degree attainmentPosition is designated as essential in emergency operations events including snow removal operations and is required to work outside normal work hours.
Special requirements virginia professional engineer’s license requiredValid driver’s license requiredPosition may be assigned as district duty officer or support and will be required to work during events requiring emergency response including extended work hours, nights and weekendsPossession of safety footwear in accordance with vdot footwear policy required upon employmentThis position is essential for emergencies and requires work outside normal hours including nights, weekends and holidays.
