Thales is seeking a contracts manager to join our team in the usThe contracts manager will have demonstrated competence in federal government contracting, commercial contracting, and international contracting with strong knowledge and experience with federal acquisitions regulations (far) and defense federal acquisitions regulations supplement (dfars)This position reports to the vp legalExperience with federal aviation administration (faa) contracting and/or a law degree is a strong plus.
The location of this position could be arlington, va, overland park, kansas, syracuse, ny, or remote within the u.s.
Draft and negotiate teaming agreements, non-disclosure agreements, and commercial contracts.
Review complex solicitations and prepare proposal including development of pricing strategy, reps/certs, intellectual property assertions, etc.
Analyze and negotiate unique contract requirements, terms and conditions, and special provisions to ensure compliance with the regulations and corporate objectives.
Administer both advanced contracts and general services administration contracts and associated purchase orders.
Advise senior management on contractual rights and commitments and provide interpretation and guidance on contract terms and conditions.
Provide assistance in developing subcontract administration policies and proceduresPerform subcontract negotiation, administration and request for proposals.
Ensure compliance with contractual requirements within the business team and provide guidance on contractual issues.
Coordinate with program managers to ensure contract requirements (cdrls, adherence to sow) are fulfilled.
Manage complex contracts and pricing schedules.
Manage small business subcontract reporting.
Support audits and reviews by outside agencies, when necessary.
Interpret company policy as it relates to procurement, contract management, and proposal development; manage business advisor / consultant review and contracting.
Issue purchase requests in support of subcontract activities and manage purchase orders.
Support proposal and contract activities.
Draft and negotiate complex subcontract agreements and software licenses.
Coordinate with other functional teams for their requirements and place orders in accordance with the same.
Maintain a high ethical standard of practice, including compliance with applicable law and all company procedures.
Required skills & experience:
5+ years of contract administration experience
Bachelor’s degree in business or technical field
Familiarity with faa ams, far and dfars
Excellent interpersonal skills to communicate and interact effectively, both internally with technical staff and management as well as external customers and suppliers
Ability to work in a fast paced, complex environment and effectively multi-task to meet deadlines
Proficient in microsoft office suite of software applications; experience with peoplesoft a plus
Excellent verbal and written communication skills
Must be a us person as defined in applicable law
Preferred skills and experience:
Air traffic management/faa industry, or other u.sGovernment contract experience
Certified commercial contracts manager (cccm) or certified federal contracts manager (cfcm)
Independent judgment and analysis applied to resolution of contract issues
Knowledge and experience with itar, export requirements, taa and international contracting
Ability to influence and negotiate effectively
Demonstrated ability to provide sound interpretation of, and application of, government contracts and procurement regulations.
This position requires direct or indirect access to hardware, software, technology or technical data controlled under the international traffic in arms regulations (itar) [and] the export administration regulations (ear)All applicants must be eligible, or able to obtain authorization, for such access.
