Job summary: this position is responsible for the day-to-day operations of the benefits and payroll unit within the human resource departmentMust strive to meet the agency mission and exemplify the agency’s core values.
Job requirements and expectations:
Education: bachelor’s degree in human resources, business administration or related field.
Experience: five years of verifiable paid experience in human resources; payroll administration and hris systemsPaid verifiable experience in a union environment preferredSupervisory experience preferredExperience with kronos (ukg) is strongly preferred.
Skills: proficiency in microsoft office and database programsUse mathematics to solve problemsObtain and use equipment, facilities, and materials required to perform workOperate job related equipment including the use of basic computer programs and systemsDo data entry, generate reports, copy, manage and track documents and information.

Essential duties and responsibilities: Evaluation of this position is based primarily on performance of the following essential functions, which include, but are not limited to:
Oversight of the agency’s payroll functions to ensure accuracy and efficiencyReview/authorize payroll documentation submitted for agency hris maintenance and to the county auditor’s office to process agency hires, terminations, promotions, transfers, salary changes etcIn the county payroll databaseReview and authorize payroll procedure changes to accommodate new or revised needs to process pay, deductions, and support fiscal reporting needs. Responsible for pto calculations for prior service and position changes and providing opers/strs reporting as neededOversee annual payroll projects such as annual bargaining unit pay increases, union dues increases, perfect attendance program, and the sick leave and vacation leave conversion programs, including annual request for program approval with opers. Oversee payroll records by auditing, reviewing and approving changes in the payroll system. Manages year-end payroll processes and governmental and regulatory filings, including aca reporting. Assists hr director to produce reports and statistical information and metrics for annual pay increases. Responsible for systems (payroll, hris, etc.) design, configurations, and implantation in conjunction with the payroll administrator and hr director; provides strategic recommendations. Drives payroll & hris efficiencies; assist with streamlining processes moving toward automation. Manages and administers the health and welfare programs, including medical, dental, vision, life, disability and leaves of absences; recommends and/or supports implementation, plan revisions, audits, and project management of renewals and open enrollment. Leads internal and external auditing efforts of agency programs to ensure regulatory compliance. Supports the hr director with compensation information and analyses and also assists with compensation planning cycle; participates in salary surveys. Performs job analyses and partner with department managers to draft/modify job descriptions. Oversee the maintenance of hr software systems used for employee database, timekeeping/payroll, benefits, etcTo ensure accuracy and efficiency, troubleshoot issues, and provide back-up administrator functions for those systemsEnsure effective and timely employee training and documented procedure manuals for hr software systems employee use. Responsible for the record retention effort for the department in the document management electronic systemCoordinate infrastructure changes in the document management for hr and payroll filesAssist with the workflow/approval process and maintenance of electronic file of job descriptions, including additions, deletions, and revisions. Apply broad knowledge, in-depth business and process knowledge and understanding of internal and external environment to formulate department and/or organizational goals that support the board’s vision, strategy, and goals. Assist in the development, implementation and evaluation of department servicesMaintain current knowledge of regulations and trends affecting department functionsIdentify and implement opportunities regarding program/service needs that affect both internal staff and summit dd servicesPerform special projects and additional responsibilities as assigned. Coordinate, supervise and assign work assignments to staffProvide direct supervision of staff including hiring, orientation, training, professional growth, and performance management. Assure compliance with applicable governing, accrediting and licensing bodies as well as board policies, procedures and collective bargaining agreements. Responsible for maintaining the confidentiality of information and materials received verbally, in meetings or through day-to-day business of human resources department.
