What you’ll do:
You don’t have to know a lot about agriculture, you’ll learn that on the job! you just have to have a willingness to learn and a desire to devote your skills to a greater purposeThis position is responsible for:
For the ohio department of agriculture’s office of information technology, this position requires a considerable technical knowledge of software development to perform software analysis, design, development, testing, and implementation of needed systems
Works with business areas to fully understand business requirement(s) to define and document the corresponding system requirements, design, and configuration documentation then thoroughly
Performs impact analyses to identify system and process interdependencies
Utilizes established development tools, guidelines, and conventions to write and maintain code and perform code review(s)
Serves as technical lead on assigned efforts: creates detailed test designs, test plans and test scripts
Creates and reviews test data for performing test scenarios; coordinates execution of unit and system test scripts, debugging efforts and defect tracking, support of user acceptance testing, and software implementation and deployment tasks
Leads the development implementation process and monitoring of information technology (it) quality assurance standards and testing and performs performance and load testing
Assists higher-level it staff with estimating work requirements and reviews development lifecycle activities
Analyzes user needs and existing functions & incorporates needs into meaningful web applications and/or computer applications using various development stack tools: (e.g., .net, asp.net, mvc, owin, c#, json, ajax, javascript, jquery, html5, css, & bootstrap) utilizing microsoft sql server as the rdbms
Consults with users to transform concepts, business processes, and verbal instructions into finished products
Designs and modifies sql server database tables, indexes, views, stored procedures, triggers, data transformation services and functions
Interviews customers for needs assessments and advises of appropriate technology for use in given situations
Creates test plans and conducts testing to monitor and track product functionality, completes customer change requests &/or system enhancements, prepares training manuals for user operation and maintenance and provides end-user training where appropriate

Qualifications
Completion of undergraduate core program in computer science or information systems
And
36 months combined work experience in any combination of the following: assuring requirements are defined and approved, performing code reviews and ensuring application development standards are met including 12 months work experience in c#
Or
Completion of associate core program in computer science or information systems
And
42 months combined work experience in any combination of the following: assuring requirements are defined and approved, performing code reviews and ensuring application development standards are met including 12 months work experience in c#
Or
60 months combined work experience in any combination of the following: assuring requirements are defined and approved, performing code reviews and ensuring application development standards are met including 12 months work experience in c#
Or
Equivalent of minimum class qualifications for employment noted above
Knowledge of: computer and electronics, oral and written communication tools and techniques, customer support and personal service, state and agency policy, procedures and applicable laws*, vision, mission and goals of agency*, software development principles and methods for design, development, testing and implementation of new or modified software, commonly used query language, mathematic principles relative to assigned area in it, it principles, methods and practices in assigned specialty area, standard software validation tools, software distribution tools and mechanisms, technical writing and documentation practices, systems performance management, requirements analysis principles and methods, back-up and recovery procedures, interrelationships of multiple it specialties.
