Cost control & quality improvement office
The office of cost control & quality improvement exists to focus on the analysis of efficiency and quality opportunities in utilization, unit cost, quality and overall cost trends inside the medicaid, child health plan plus (chp+), and other health safety net programs administered through the colorado department of health care policy & financingThe office has been expanded to include quality and data analysis functions to improve goal alignment and to enhance integration efficienciesSolutions to achieve the objectives of office may present in the form of utilization review, population management, case or disease management, value based and related alternate payment methodologies, digital tools that facilitate efficient provider selection or member insights, analysis support interpretations, insights and solutions, and moreThe office leads collaborative efforts to drive down healthcare costs and prices paid by consumers, employers and other payers across the stateThe office collaborates with other areas of the department such as accountable care collaborative staff to secure insights into cost trend drivers and evolving utilization patternsThe office crafts cost management strategy, researches health care industry innovations, oversees cost management program effectiveness, and return on investment within the medicaid, chp+ and other health safety net programs, including identifying and addressing healthcare disparities.
The clinical operations division resides in ccqi and works across all other hcpf offices to offer clinical expertise and consulting across the entire departmentThe clinical operations division has oversight of the department’s third-party fee for service utilization management (um) program (coloradopar program), nurse advice line program, the medicaid evidence decision (med) contract, and the university of colorado school of medicine (cusom) interagency agreement (ia) including expanding access to care, and work on special projects involving members experiencing homelessness, refugee members, and those incarceratedThe clinical operations division includes the ccqi deputy director & chief nursing officer (cno), clinical operations manager, clinical operations lead, nurse navigator, um supervisor and um team, population health program manager, population health specialist, and econsult specialist.

What you`ll be doing:
This position exists as a staff authority and provides department-wide support and expertise for program and project management, metric development, strategy, and evaluation of the department’s econsult programsWork includes programmatic and access to care data analysis informing the department-wide econsult evaluation strategy that will result in policy, programmatic, and operational changesSpecifically, this position will:
Design a comprehensive econsult evaluation strategy to determine member outcomes and fiscal impacts for the department’s econsult program.
Identify measures which focus on cost savings, access to care, quality of services, and utilization patterns.
Lead the development of key metrics and performance indicators to track and report on econsult program outcomes.
Outline and monitor all department econsult programs short- and long-term outcomes.
Develop internal quarterly and annual reports for ccqi and other department leadership to monitor trends and costs.
Assist in the design of an econsult dashboard to show data visualization of the econsult program growth and costs of program on a quarterly basis.
Work with specialty care access staff to determine econsult impact on statewide access to care.
Provide support to other department programs evaluating telehealth initiatives.
Minimum qualifications, substitutions, conditions of employment & appeal rights
Education and experience:
Bachelor`s degree from an accredited institution in public health, public administration, health economics, or similar field.
Three years of professional experience in an occupational field related to the work assigned to the positionFamiliarity with quality or performance measures is required.
Additional appropriate experience will substitute for the degree requirement on a
Year-for-year basisAdditional appropriate education will substitute for the required experience on a year-for-year basis.
Master’s in public health, public administration, health economics, or similar field.
3+ years of experience in healthcare analytics.
Scientific writing experience.
Experience with data driven decision-making.
Implementing programmatic changes based on quality and/or performance measures.
Experience with the development of new programs.
Excellent interpersonal skills.
Highly desired qualifications
Experience developing economic evaluations such as cost analysis, cost effectiveness, cost utility, and/or cost benefit.
Communication with executive staff, healthcare providers, operations, finance, or other key stakeholders,
Direct initiatives and workflows that focus on social, environmental, and economic factors that have the greatest influence on community health.
Definition of professional experience:
Work that involves exercising discretion, analytical skill, judgment, and personal accountability, and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor`s or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods.
Conditions of employment
All positions at hcpf are security sensitive positions and require that the individuals undergo a criminal record background check as a condition of employment.
Employees who have been disciplinary terminated, resigned in lieu of disciplinary termination, or negotiated their termination from the state of colorado must disclose this information on the application.
Effective september 20, 2021, employees will be required to attest to and verify that they are fully vaccinated for covid-19Employees who have not been fully vaccinated will be required to submit to twice-weekly serial testingTesting details will be provided during the onboarding processUpon hire, new employees will have three (3) business days to provide attestation to their status with proof of vaccination, or begin twice-weekly serial testing for covid-19.
Testing will take place in-person/at home/tbd and will be considered paid work time.
