Study on the effectiveness of current distance learning modalities and methods, as well as access to continued learning opportunities for children in sc working areas
1Background the covid-19 pandemic has magnified the changing face of education and the lack of access to technology and its usage in sri lankaThe pandemic has further broadened learning disparities due to a lack of resources and access to technology among the most vulnerable communitiesIn addition, inadequate caregiver/parental support for younger children, due to a lack of capacity and/or time, further increases challenges in ensuring a conducive home learning environmentTeachers and educators are not digitally savvy and lack of access to technological infrastructure and resources, as well as proper trainingThe closure of schools has added extended pressure on educators and children and while there have been distance learning packs and television programs developed for the early grades, there is a need for more understanding on the effectiveness of these interventions and how accessible they were especially for children with disabilitiesThis study is proposed to be carried out under existing project intervention areas in galle, killinochi and mullaitivu.
2Research objective the overall objective of this study is to understand : what support educators, children and caregivers require to ensure achievement of learning outcomes for all children in the current context .
3Activity plan the research project time frame is between july 2021 and december 2021This terms of reference invites applications from the individuals to carry out the different tasks as listed below under each of the areas.
Work with lead researcher to finalize research study design with methodology analysis framework/matrix with approval from sc
Finalise research time line/schedule ( including field consultations)
Process application for ethical clearance.
Support lead researcher in analysing the data
Present data from the field and share with sc research working group
Work with lead researcher to draft report for sc approval and comments
Final report with recommendations
Regular participation at sc discussions
All research related activities and process approved by sc
5 months after contract signing(august 2021 – december 2021)

Qualifications postgraduate qualification in social sciences, social development, or similar field, including post-masters professional experience or doctoral training in conducting social research.
Experience and skills essential
Experience engaging in research/studies particularly focus on education
Experience in managing, conducting research using both quantitative and qualitative research methods
Strong track record of working in the education sector in sri lanka, both national and provincial
Strong awareness on children’s saftey in research, including the use of participatory methods;
Experience of solving complex issues through analysis, definition of a clear way forward and ensuring buy in whilst presenting complex information in a succinct manner;
Strong interpersonal and communication skills including communicating, sharing and training in research;
Commitment to save the children values, including willingness to abide by and enforce the child safeguarding and other relevant policies.
Desirable a confident, flexible and initiative-taking attitude with the ability to work independently, to be proactive in working with others previous experience in the development sector proven research capabilities
6Management arrangements: the selected consultant will work under the direct supervision of the save the children team.
7Child safeguarding policy: save the children is committed to protect children and to prevent them from any harm they may be exposed to through our workTherefore, the successful applicant will be requested to sign and comply with sc child safeguarding policyThroughout the process, compliance with sc child safeguarding policy and standards must be assured.
