Rdts is seeking a video consultant and producer to assist with developing a video library that will showcase several of global community liaison office`s (gclo) key programs and servicesThe videos will feature information from gclo portfolios that provide programs and services to the u.sForeign service communityThe videos will be promoted on gclo’s various media platforms, incorporated into briefings, and will be distributed amongst gclo’s partners and stakeholders.
The videos will be used to enhance gclo’s visual communications goals by:
Highlighting portfolio programs and services
Serving as an outreach tool to target gclo’s diverse audience
Providing instruction, and informing, when necessary, about the vast offerings within a portfolio
Creating a video library as reference material (recording/cataloging)
Gclo is part of the us department of stateFor more than 40 years, gclo, formerly known as the family liaison office (flo), has served the foreign service communityIn 2021, the office changed its name to better reflect the advocacy, programs, and services it provides to all employees and family members from more than 50 u.sFederal government agencies serving under chief of mission authority and returning to the u.s.
Up to 10 fully produced, edited, captioned short videos, delivered in editable form, that give a general overview of the importance of the designated gclo portfolios and/or programs and services
Storyboard for each video.
Designed template for one-page handout for each video populated with draft text based on script providedThe handout will accompany the videos for the viewer to download and useThe contractor will draft the content and work with the communications & outreach team on finalizing the content.
Videos and accompanying materials that are ada section 508 compliant.
Weekly updates on the project deliverables.
Final project files will be provided to and become property of gclo as videos are completed.
Contractor will collaborate with and arrange for reviews and approvals with gclo stakeholders for the concept development, rough cuts, and final cut of the videos.
Contractor(s) will provide professional video and audio production services and will use professional grade editing applications such as adobe premier or final cut pro and after effectsContractor(s) need to have their own professional video and audio production licenseVideos will be exported at a high-quality format conducive to use online and hd screens.
Contractor(s) and gclo communications and outreach team will meet regularly (may meet virtually or in-person) to evaluate the amount of quality of work completed as office space will not be provided nor is travel authorized to/from work nor does it incorporate travel to other destinations.
Scope and timeframe:
All production and design costs will be accrued by the contractor(s) in the price per video budgetAll project activities will be completed no later than december 15, 2022There may be fluctuations in dates depending on project start date.
Must be a u.sCitizen and have:
A minimum of one year of experience living in a foreign service community as an eligible family member (efm) or member of household (moh) abroad under chief of mission authority.
Demonstrated proven experience in the field of video production.
The position requires someone who is detail-oriented, organized, self-starter with strong problem-solving skills, who can work both independently and collaboratively.
Knowledge of video and audio production techniques and knowledge of the equipment and software used for video production and editing.
Familiarity with creating materials that are ada section 508 compliant, as required by the usg.
Ability to gain access to the foreign affairs network (fan).
Ability to work from home or place of business using their own high-speed internet connection, equipment, and software (to include microsoft office, preferably office 365, audio/video software, access to image banks, and captioning)
Ability to meet virtually with gclo staff during washington dc time zone.
A portfolio of past work available for evaluation.

Applicant(s) must submit a project cost estimate proposal.
The contactor(s) will be compensated at the completion of each video and one-page handoutOnce the contract is signed, the contractor(s) and gclo communications and outreach team, and rightdirection technology solutions (rdts) will establish a video production and invoice schedule.
