The research and analysis department is hiring a research scientist to lead the development of projects, grants and contracts in behavioral healthWe are seeking candidates passionate about translating the evidence base for broad population health impact and a strong thought leader for driving health care qualityThe position is responsible for balancing scientific rigor and being able to practically apply the evidence base in areas of strategic importance to ncqa, especially in the creation, expansion, maintenance of programs, measures development, and productsThe research scientist will have opportunities to conduct learning collaboratives with health care systems, lead efforts in survey methodology, network with multiple health care stakeholders, steer consensus processes, and influence health policyAspects of care quality include:

Delivery systems and care models, including digital/telehealth

Person reported outcomes
Care experiences
Intersecting with:
People with complex care needs (including youth)

The position is primarily funded by grants and contracts.
The research scientist will
Lead and collaborate on the development and implementation of grants, contracts, and internal projects focused on measuring and improving the quality of health care; clinical experience a plus
Draw on experience, qualitative and quantitative analytic skills, and technical knowledge to lead projects for contracts, grants, and conduct research studies
Synthesize and apply broad range of research evidence and policy information to inform development of quality measures, standards or other products
Lead or support learning collaboratives, quality improvement efforts
Collaborate with data scientists on applying appropriate methods and supervise analysts on quantitative and qualitative data collection and analysis.
Apply research knowledge, knowledge of policy landscape, and rigorous analytic thinking to interpret results and drive opportunities for innovation in quality measurement.
Author reports, manuscripts, blogs and presentations.
Represent ncqa to key scientific and stakeholder audiences.
Collaborate with, and/or lead projects with internal and external stakeholders.
Direct, manage and supervise project teams including staff, consultants, subcontractors and collaborators.
Develop and manage project budgets and timelines.
Support the growth and development of ncqa staff.
Primary responsibilities:
Support the development of ncqa’s contracts, grants, and research strategies that inform performance measurement and product development in various capacities, including generating studies or evaluation plans aligned with business priorities, writing proposals, serving as principal investigator, project director, task lead, subject matter expert and other key roles.
Develop opportunities for funding by meeting and developing relationships with outside agencies.
Develop study design and methods, including specifying clear research questions and hypotheses.
Lead and implement grant, contracts, and research projects; lead and supervise project teams; collaborate with data scientists on design and methods.
Explore and evaluate alternative data sources to address research needs.
Conduct and provide guidance in quantitative and qualitative analysis of project data.
Oversee data collection, cleaning and analysis; ensure the quality of analyses, written reports and manuscripts.
Execute project from inception to completion.
Communicate and collaborate across units at ncqa to facilitate the use of research methods and findings in ncqa quality measurement and evaluation programs.
Represent ncqa to scientific and stakeholder audiencesEnhance ncqa reputation for scientific leadership in the area of healthcare quality through public speaking, publications, etc.
Education and skillset:
Doctoral degree in field related to health services research, public health, epidemiology, biostatistics, or similar discipline, or equivalent training and experience.
Two years’ experience beyond doctoral degree in research or quality improvement.
Delivery system experience (health plan, physician practice).
Speaking/teaching/management/supervisory experience.
Experience in implementation science or quality improvement in a delivery system.
Strong communication skills.
Collaboration, problem-solving/solutions-oriented approach.
Ability to multitask, work efficiently, supervise and prioritize, make decisions and function with ambiguity.
