The water and land resources division of the king county department of natural resources and parks is looking for an engineer iii.
The engineer iii position is in the river and floodplain management sectionThe position will lead river and hydraulic engineering design and technical analyses for river and floodplain management projects and programsJob duties will include overseeing field investigations and assessments of river conditions and flood facilities; collaborating with multi-disciplinary project teams for capital projects, leading development of project design and implementation for flood damage repair projects and river capital projects; staffing flood warning, emergency and disaster response activities; and evaluating flood damages to river facilities as part of post-flood documentation.
The position will be assigned to green river basin teamHowever there will be opportunities to work across the county supporting the overall river and floodplain management programThe river and floodplain management section is dedicated to upholding the goals and vision in the king county equity and social justice strategic plan in our work, workplace, and in community outreach and education.

Duration: this is a term-limited temporary position (tlt) or special duty assignment (sda) that is currently approved for three (3) years.

The work associated with this position will be performed by teleworking with some onsite work and meetingsThe frequency of onsite work will be informed by business needsEmployees will have access to shared workspaces as needed at various king county facilitiesEmployees must reside in wa state and within a reasonable distance to their king county worksite to respond to workplace reporting requirements.

Work schedule: this position is covered under the provisions of the fair labor standards act (flsa) and is overtime eligibleThis full-time position works a 40-hour work week.
Lead and oversee river engineering and technical analyses involving open channel hydraulics, floodplain and river conditions and flood hazard investigations.
Manage and lead the design and construction for capital projects aimed at reducing risks from river and floodplain hazards and improving environmental conditions.
Lead or serve as an integral member of multi-disciplinary project teams for capital projects ranging from relatively straightforward facility repairs to large, multi-benefit projects in environmentally sensitive areas requiring sustainable approaches that promote natural river processes.
Lead and/or support the preparation of project designs, engineering plans and specifications, detailed project schedules, cost estimates, construction bid document preparation, constructability review, and construction management and inspection.
Develop and manage consultant contracts and work orders for technical studies, engineering analyses, alternatives development and analysis, design, permitting, and construction oversight.
Collaborate with multi-disciplinary project teams to assess river conditions and develop recommendations for flood hazard management projects and programs.
Participate in flood warning and emergency response activities to assess problem sites, evaluate debris jams, evaluate flood damages to county flood protection facilities and develop recommendations for flood response actions and emergency repairs.
Conduct field investigations, spatial data collection and engineering assessments of levees, revetments, flood walls and other flood protection facilities on the county`s major rivers.
Prepare and present information in a variety of settings and styles and to diverse audiencesEffectively synthesize complex information in written reports, technical memos and briefings for a variety of technical and non-technical audiences.
Provide professional engineer stamp and signature on technical reports, specifications, and design documents in accordance with the requirements of the washington state department of licensing.

Bachelor of science in civil engineering, environmental engineering, water resources, or closely related field or an equivalent combination of education and experience providing the necessary knowledge, skills, and abilities to perform all the described duties.
Licensed washington state professional civil engineering (p.e.) or licensed in another state, or country, with the ability to obtain a washington state license through reciprocity.
Minimum of three years of increasingly responsible assignments for engineering or project management overseeing all phases of multi-disciplinary projects relevant to job duties described above, including design, preparing and tracking scopes, schedules and budgets.
Demonstrated experience in the following areas:
Implementing flood risk reduction projects including planning, design, and construction management.
Working successfully as a technical lead in multi-disciplinary technical teams in a high-performance, collaborative environment on highly visible projects.
Assessing and developing recommendations addressing river and floodplain hazards through the application of open-channel hydraulics, geomorphic processes, sediment transport.
Conducting field investigations and evaluating physical river conditions and hazards.
Ability to engage tactfully and courteously with diverse groups, governmental officials, the public, community groups, and colleagues.
Ability to clearly and concisely communicate technical information both in writing and orally to a wide variety of audiences, including engineers, scientists, planners, and community members.
Experience reviewing technical studies and engineering reports for completeness, accuracy, and conformance with codes and procedures.
Experience authoring, managing and providing quality assurance of consultant contracts, project tasks and deliverables.
Overseeing, developing or using hydrologic and hydraulic modeling applications such as hec-ras, riverflow2d, and srh-2d.
Demonstrated skill using computer aided design and analysis tools such as autocad, arcgis.
Experience using standard survey methods and field equipment.
Experience in responding to flood emergency situations, post-flood disaster response actions, and knowledge and experience working in river and floodplain conditions.
Necessary special requirements:
Valid washington state driver`s license or the ability to obtain one prior to starting work if selected for this position.
The final candidate will be required to successfully pass a pre-employment physical.
Ability to complete king county provided swiftwater rescue training course within six months of employment.
Work environment: work is primarily performed remotely, with occasional time spent performing field site inspectionsParticipation in flood warning and emergency response programs and activities is mandatory during the flood season and typically involves work in excess of 12 hours per day and during all hours of the day that may include evenings, weekends and holidaysHeavy workloads, deadline pressure, and interruptions due to changing priorities are not uncommon.
Physical requirements: this position requires the ability to conduct physical site inspections and evaluations during times of inclement weatherThere is often a need to walk on uneven terrain for extended periods of timeField conditions include brushy, forested environments; river, stream and wetland corridors; and slippery, uneven surfaces and dynamic conditions in the outdoors.
