Avantgarde, llc (ag) seeks to engage a project manager (pm) to manage a team of 10 working on an hr operations contract with an ag federal clientThe pm will serve as the primary interface with the agency cor and maintain regular client interface with federal senior managers, directors, and leads for the delivery of federal hr operations and human capital work that support agency programsThe pm promotes and engages in client and team relationship management and provides day-to-day technical guidance and consultation for both excepted and competitive service in human resource utilization, position management, staffing, recruitment strategies for all employee and subcontractor team members assigned to the ag contract.
Please note this position will be 100% remote home-based.
Manage the contract across all the agency divisions that ag supports.
Manage the client relationship and maintain regular communication with the client regarding day to day contract execution.
Ensure daily tracking of and adherence to contract performance metrics and quality assurance plans.
Provide management and oversight of support teams working in each assigned division to ensure delivery in accordance with the contract.
Manage staffing and employee performance by maintaining regular contact with the team regarding their assigned projects; ensuring employees understand and meet client work delivery expectations in compliance with client contractual expectations; preparing and delivering employee position descriptions; ensuring employees receive the training and development necessary to perform their work; and counsel and coach employees on performance and attendance mattersWork closely with various branch directors of the agency to mitigate any challenges or issues that might arise with employee performance.
Interact regularly with the ag senior project manager and or ceo to review overall portfolio success and provide timely alerts of client or employee concerns or potential new opportunities to provide support to the agency.
Prepare and provide monthly/quarterly reporting on performance, accomplishments, utilization, risks, and milestones.
Ensure ag team members are fully trained on client systems and procedures as well as ag processes and protocols and liaison with offices the ag team supports.
Approve ag team leave requests; oversee staff scheduling; and ensure continued full contract operations by anticipating, planning for, and addressing changes in work requirements and workloads.
Participate in recruiting new and replacement employees; screen and interview candidates for employment; arrange candidate meetings with clients; coordinate new employee and subcontractor clearance processing; and coordinate new hire corporate orientation and client onsite onboarding.
Serve on the ag management team and report quarterly to the ceo on agency progress.
Bachelor’s degree in a relevant field and 10 years of prior experience, including supporting hr/human capital related contracts or teams; or equivalent combination of education and experience.
Hands-on experience managing 10+ team members with experience in human capital/hr, contract management, budgets, managing to metrics, team delivery and execution, kicking off new projects, development and management of qa plansThis experience can be as a federal executive; contractor or sub-contractor; or as a director, deputy or equivalent managing merit-based hiring at the state level for a large state.
Prior hands on experience developing executive level briefings reporting on task and team progress.
5 years’ experience managing teams and working with senior level experts.
Demonstrated skill managing in an agile, flexible method with creativity around improving the customer service experience, bringing new ideas and methods to the table, while leading in an engaging, empowering style to support and motivate a team for success.
Ability to manage and juggle multiple task orders and workflows, high level of attention to detail and strong organizational skills essential.
Exceptional ability to independently as well as work collaborative in a team environment.
Effective communication skills including excellent writing and interpersonal communication to establish relationships with employees and clients.
Strong customer service orientation.
Proficiency using microsoft office applications, including outlook, word, powerpoint and excel.
Knowledge and expertise on the federal opm hiring and talent management process and rules is preferred.
