Test Engineer (REMOTE)

National Oceanic and Atmospheric Administration (NOAA)’s Earth Prediction Innovation Center (EPIC) Program is seeking a test engineer to work in a fast-paced Agile development environment performing installations, configurations, and maintenance of on-premise and cloud infrastructure.  EPIC provides acceleration community-developed scientific and technological enhancements into the Unified Forecast System (UFS) applications for Numerical Weather Prediction (NWP) and improved Research to Operations (R2O).

 
As a member of the EPIC team you will ensure adherence to operational agreements and polices (including response times), compliance to program and NOAA standards and requirements (including Section 508 compliance), leveraging of industry best practices for automation and scalability of assets, and implementation of issue detection and alerts.

Candidate must be either a US citizen or a US Permanent Resident (we will not sponsor) and have the ability to obtain a Public Trust security; these are mandatory requirements for this position. This position is remote.

The following duties are expected to be carried out by the Test Engineer:

• Work with the UFS community to assess the existing hierarchical testing framework and recommend changes to enable its effectiveness working across all UFS modeling components.
• Implement a simple, easily deployable framework for automated unit testing.
• Thoroughly test the core modeling components of UFS Weather on each system
• Verify containerization on all Cloud Service Prover (CSP) platforms and validate the achievement of the specified performance requirement on each platform

Required Experience, Knowledge, and/or Skills:

• Bachelor degree and at least 2 years of automated testing experience.
• At least 1 year of experience testing weather models.

• At least 1 year of conducting verification and validation activities on large/complex n-tier client/server applications.
• Programming / scripting experience in Python, C++, Java, and JavaScript within an Agile development environment.

• Experience working in Lean Agile frameworks such as Scaled Agile Framework (SAFe) and Enterprise Scrum (eScrum).
• Knowledge of the UFS hierarchical testing framework, and/or regression testing framework.
• Experience using Cloud Services in a Commercial Infrastructure as a Service (IAAS) or Platform as Service (PAAS) environment.

• Knowledge of Docker and Kubernetes for automating, scaling, and packaging applications into containers.

• Excellent verbal and written communication skills. Good experience in preparing IT technical documents.

 
Desired Experience, Knowledge, and/or Skills:

• Experience conducting automated unit and regression tests in a CI/CD build pipeline.
• Experience using Cloud-based Serverless computing solutions in a Commercial Infrastructure as a Service (IaaS).

Required Education:  Bachelor’s degree in Computer Science, Engineering, or related technical field
